Oh yea, like I said, I'm betting its either glass fiber or Kevlar reinforced. That shit can be mixed on on site in the truck right before pour. And diamond wheels don't like a lot of use on steel. I've seen them throw many a tooth, especially on those 90 degree angles. Also, the perpendicular angles will make it harder to get a bite on a cut and takes away just enough space to plunge cut the whole way through.

I have no real sauce, but that is what it looks like to me based on the coring material (concrete or whatever) hanging out of the top bollards.

Which goes back to what I said before, any way you cut it there is going to be an issue. Exploding disc, throwing a tooth or ten, blow back from the concrete exploding. I bet you the cartel can get det cord from mexican mining operations and have it done in 5 minutes. But any of these options still ignore the Marine Sensor Platoons and the whole "layered security" concept that is a pillar of our defense doctrine.
