There are lots of other ways he could have referred to terminating, stopping, preventing, freezing, blocking, eradicating, etc. the movement of these things across the border.

If you are addicted to something, anything, that thing controls you. Many anons are naturally rebels against an evil social order. We also rebel against anything that controls us. You spend an awful lot of time here trying to justify your addiction. Why not just name it truthfully – an addiction that you like and plan to continue? Leave other anons out of your personal vice.
I have long asserted here, that we the people have an absolute right to decide what to use for health or nourishment. We are still very far from that day.
