Here's another scam. NGOs like the Lutheran and Catholic churches, receive millions of dollars on the local level to work with these people.
There are some who truly do try to fit in. They are decent folks and a pleasure to be around.
But that is a minority. And the "agencies" do very little to actually help them. Mostly, they encourage them to remain in their cultural milieu. But they get paid to keep their file drawers full. And property owners collect whatever rent off HUD THEY want. One big scam.
