Ok. As a former nuclear operator I can tell you exactly why.

It's the difference between radiation and contamination. A nuclear bomb causes massive acute irradiation and only indirect contamination. A nuclear reactor meltdown causes massive contamination AND extended irradiation as a byproduct.
