You will teach the shills to cycle IP's and then what? You won't be able to identify them and even if you do filtering them won't work. Life is like an arms race. You escalate, they escalate, pretty soon both sides are sophisticated enough to be royal pains in each others asses but neither side wins because situations EVOLVE (funny to hear Q say to read the Bible while talking about evolution, another clue that he isn't actually a Christian and is using religion to establish loyalty).
Bans don't work for long. VPN's are very inexpensive. Only technically incompetent people (which, admittedly, describes many people here) would be more than mildly inconvenienced by a ban.
