In arid regions the oxidation itself will form a protective coating on the carbon steel. Even without paint it will last many decades. The vast majority of the wall will be in some pretty arid regions.
Painting steel with a zinc rich compound would also be very costly. They may still come back on a later phase of funding and do the paint.
