To stretch every last dollar.

I'm more partial to Black Oxide conversion coating. Never peels, cheap, and will get good and hot in the sun.

But fortunately, even unpainted steel lasts a very very long time in bone dry conditions.

Don't even need that. For real BO coating you dunk steel in hydrochloric acid to clean the existing rust, dunk it in hot sodium hydroxide to convert the surface, and then dunk it in hot wax to seal it and prevent corrosion. It cheap when done on a large scale.

That's not a bomb. That's a gas explosion. A bomb (concentrated high pressure, shrapnel) with enough heave to push the contents of the store into the street would have brought the building down.

But it's quite possible that it wasn't an accident. Someone simply wanting to create a little mayhem need not go through the trouble of building a bomb.
