He WAS a target of McCabe's FBI investigation.
He IS NOT a target of the SC investigation.
It's not that hard for both to be true.

He could have rejected the MYE investigation techniques and reassigned the case from McCabe/Strzok.
He could have overruled their investigation and advocated charges.
He could have NOT SIGNED the various FISA applications.
He could have removed/fired McCabe himself.
He could have exposed Brennan/Obama activities to Congress.
We are ignoring all the other, far easier things he could have done to ensure HRC was exposed and/or Trump wasn't spied on.
Getting himself fired and playing a part to get an SC investigation seems like trying to do everything on hard mode.
