Note that in Q photo the overhead signs read as follows:

 

On left (beside column) "2A" [2 is in subscript]

 

On right (in direction woman in long coast is walking) two signs, upper sign reads [UP ARROW] [Flight Arrival Icon] "Domestic Arrivals 2C" [2 in subscript], lower signs reads [UP ARROW] [? or INFO Icon] Passenger Service Center.

 

Assuming that the Mandarin translates to the english noted.

 

Been looking for this sign, or a sign very similar, but no luck yet. Given the lighting in ceiling and the cylindrical column near the squarish column, and the flooring, as well as what appears to be a glassed off area (sliding doors) behind ribboned barrier (stored?), this location may be on ground floor under the higher level where the auto-sidewalk thingie is located – Hong Kong Airport.

 

Is 2C a gate, a concourse, an arrival hall?

Flight arrival icon may be an escalator icon? Appears to be in different color (yellowish) from the rest of the type (white).

 

The cylindrical columns appear in other Chinese airports but not with the same combination of overhead lighting, signage, and floor pattern, as far as I have found so far.

 

If the woman walking away from the camera is the subject of the photo, then, the photographer is following at quite a distance. Also, it appears they were heading toward one of the locations listed in the overhead signs. Whether one of those was the "destination" or not is an open question.

 

The point here is 1) establish which airport in China and from that draw significance and perhaps flight and possibly date, 2) establish if this was a domestic or an international arrival which may lead to assessment of route and agenda, 3) connect 1 and 2 to possible public source info about the VIP, the US official arriving, and from 1-2-3 figure the "purpose" (or vice-versa, draw 1-2-3 to support disclosed purpose.
