Correct.
As I've said on here before, most people are basically good. So any group that does not advertise itself at overtly evil, or which one is born as, will consist of a mix of people that represent the general population.
So it's not the Jews, Masons, Jesuits, Mormons, Scientologists, or any other such group. It's the bad apples that exist in every barrel. Corrupt people have a talent for recognizing each other and often form little networks to further their selfish goals. The Cabal is the macro-network of these people who rule the underworld and wish to rule the whole world. If you label groups (Jews, Mason, etc) as evil as soon as to detect a few corrupt individuals then pretty soon EVERYONE looks like your enemy.
This goes for the C_A and MOS too. They are probably mostly good people (or at least they were when they joined) who simply want to serve their countries.
