It's a stopwatch.

Still amazes me how grown adults don't know how to tell time unless it's on a phone or some type of digital device.

The Chronograph from Q's photo shows the time is 15 (24 hr) or 3:14:40, maybe :41. The stopwatch second elapsed time marker is in un-activated default position, and the stopwatch minute marker is in un-activated default position. The button on the top right (above the crown) is the start/stop button. The button on the bottom right (below) the crown is the reset button. If start/stop button is pressed, the long skinny hand (at the 12) is activated and tells elapsed seconds until stopped. Elapsed minutes are shown in the other dial until stopped. Chronograph hands return to default when bottom button is pressed to reset them.

I mentioned that the day Q posted the watch photo up. Nobody noticed.

To start the clock…

if it's an automatic it needs to be shaken.

If it's mechanical it needs to be wound by the crown.

If "start the clock" meant to start the stopwatch function then the button above the crown needs to be pressed.

if you pressed the upper button above the crown, what happens to what you think is the second hand?

And by the way, please tell us what the bottom dial is for if the thing you call the second hand is on "12"?
