Guise, holy fuck. I know reporters are stupid, but are they really THIS stupid???

Davis cop killing report (link below): suspect dead and left note explaining what was wrong in his world. 2nd to last line says: "No one had been arrested in the shooting, and it is not known what led to the killing, Raymond said."

What was the purpose of adding that false (contradictory) sentence near the end? Was it intended to program sheep to think the threat is still out there, things like this happen for no reason, and therefore we should all be fearful (it isn't over)?
