IMHO I think is letting states like California and New York get so bad that people are just going to move out…
reason 1. when you have that many people in one place it gets inherently dangerous and hard to manage.
reason 2. taxes and land ownership to high. move away from places like that and the rates fall accordingly.
reason 3. Average out the cost of products, by spreading out and settling down to spread out and smooth out the highs and lows of the cost of living..
but that just my theory. I could be crazy.
