If you know the frequency, you can work out the wavelength. it may be possible to build composite helmets embedded with aluminium strips cut to that wavelength that would absorb and scatter the energy. The Allies called it 'Window' in WW2 and it confused German radar.

 

The same principle should apply here, it would give the effect of losing GPS or phone signal in a building.
