WOW. This is the problem with liberalism in a nutshell. There's a psychological phenomenon known as "magical thinking". It is generally employed by people who have been badly abused, like a beaten wife, for instance, who keeps telling herself "he'll change", or "maybe if I just *, he won't hit me this time."
The whole liberal ethos is built around magical thinking of this nature. People are inherently good(no, they're not), etc.....
Conservatives, for the most part, deal in reality, reason, and logic. Liberals LALA around in the land of feelings, having no basis in reality, hence their "policies" rarely, if ever, accomplish their stated objective(s), because, frankly, they're not based in OBJECTIVE REALITY.
How do people function like that? No wonder they often go crazy and kill mass quantities on their way to hell. They never had a great foothold on reality to begin with.
