So… I am digging on this whole incident. Specifically, the C-130 that was hit. Much of the coverage went to the C-141 that was hit by the F-16 after the pilots ejected, but I find it very unlikely this was the target. Just a "bonus" distraction.

The reason why is that this was right around the time that Bosnia was beginning to heat up and turn into a NATO issue. There was arms running through Croatian embassies to supply Al Qaeda militants in Bosnia, and direct support coming in through Tuzla.

I highly doubt it would be as simple as finding a flight registration to one of those places, but it would be very interesting to trace this aircraft's available flight history back. I know a lot of modern flight logs are publicly available, but do we have tools for diving into stuff going back to the 1990s?
