Their loyalty is still to Spain rather than the USA. Puerto Rico should NOT be a "protectorate" of the USA. It should be dealt with via treaties, and regarded as a foreign power, like any other abandoned Spanish colony. No more special privileges AS IF Puerto Ricans were citizens of the USA.
