Absolutely! There has to be many in government and among government contractors who were willing or complicit in allowing shilling to occur on the clock. In the government office I worked in we had access to an unsecured wifi network so that we could use our phones and personal laptops all day long. Also, not all government agencies and few contractors have much in the way of controls over websites visited, so it's perfectly reasonable to assume that political activity was being conducted on the taxpayers dollar.
Which brings up the question, can we trace any shills back to government agencies or contractors IP's? If so, there are severe legal consequences for using government resources to conduct political activity. Get some shills to rat out their supervisors and help drain the swamp. We might be able to do more here that our feckless congress has been able to accomplish.
