There could be something deeper to this PR dig. PR has some bizarre taxation & banking laws.

Also, in 1995, Bill Cooper published an article about the IRS and PR in his Veritas newsletter. Much speculation surrounding the claims ever since. Personally have yet to see a definitive rebuke of the evidence, but that doesn't mean it doesn't exist.

Another great part of this shutdown is that none of that grant money is getting distributed which means all these institutes, NGOs, etc etc etc who rely on the government cash cow to survive can't. Oh well.
