I think this is Q telling us that they have gotten word to lower level staff about how the bosses betrayed them. A boss cannot accomplish anything if the ppl working for the boss refuse or turn him in. A boss' power is his ppl. Boss depends on his ppl. If ppl refuse, boss is powerless.
