Putting aside that the police didn't act on these warnings, don't those other reports (riding his bike without lights) seem like the police were watering down their reports?
It fits with the LastRefuge report that the police were not charging kids with crimes to juice their federal grants.
And that is pre-Snowden.
How much do you want to bet the CIA used the NSA leak as a reason to get their funding increased?
