When you control the [utility] you control the "seconds" marker of every timestamp. People who toil with timestamps and deltas may not have it all figured out (don't, in fact), but the fact that seconds matter and are controlled on there end is abundantly clear. I mean… abundantly. Timestamp deltas tell the same endlessly-repeated stories (ONE STORY, in particular)… and they do it with minutes AND seconds in the timestamps.
