They stopped arresting people (think back to Trayvon Martin) to improve school stats and reduce crime stats for federal aid. Program started in Miami-Dade (again Trayvon) and soon picked up by Broward County. 17 deaths fits the margins, so it was an acceptable loss. Shootings usually force legislature to give more $$ to schools for security and $$ to police. Double dipping Aid money.
