So the house wants to end their session next week and go on vacation. Correct me if i am wrong, but don't they need senate approval to adjourn (if that is what out of session is)? And if so and the senate refuses to allow them to adjourn then we have a dispute between both chambers on adjournment. Article 2 section 3 gives POTUS the power to adjourn at this moment (never been done). When both chambers are adjourned recess appointments kick in. RBG on the clock?
