I did some more digging anons for those TWO platters which show XX. Each platter contains 23 Filet-O-Fish sandwiches.

The known [23] Sanctuary Cities could be these [XX] locations mentioned in that Q Drop. It would make sense since these cities would serve dual use requirements of: making illegal immigrants untouchables and to store illegal voting materials mentioned in that Q Drop.
Since POTUS used this celebration for the football team as a means to talk about the Government Shutdown and especially the Border issue for lack of The Wall, it complements that Q Drop which happens to be dated September 11, as in 9 candles on the left and 11 candles on the right!
