David Icke has has spiritual experiences, all right. But he has absolutely no ability to recognize to Good from the Bad. The "Light" entities he's in contact with, who have rotted his mind, are the same evil forces that the They exist to serve.

I'm not sure. It would take an awful lot of kinetic energy to launch them from the helicopter, enough to kill someone outright. But the launchers that police use have about the right amount of range to get the trajectory we see in the video. It's possible they are coming from cops standing about 100m away, just out of frame.
