ITFag here…I would like to think that the state dept's IT department is adept enough to handle worldclock time synchronization with their mail servers, but let's say, for shits and giggles, that they weren't doing time synchronization on whatever domain controller that was furnishing the state.gov mail server. The email string appears to be From OpsAlert To a state.gov address (Jacob), then 3 minutes later forwarded from Jacob to the list, sans HRC, then that email immediately forwarded to HRC from "Jake Sullivan". Let's look at a few things.

 

First about the timestamp. Prefaced regarding non-synchronization, over time if not synchronized with a constantly updated source (known-good public time servers, ie time.apple.com, pool.ntp.org, etc…) and allowed to maintain their own time internally, computers (and servers) will inherently stray from true time, and if not checked periodically, could be allowed to stray up to that 16 minute discrepancy. These email addresses being all state.gov addresses (more on the "Sullivan, Jacob J <SullivanJJ@state.gov>" and "Jake Sullivan" discrepancy below) would indicate they're all using the same email server, so their respective timestamps would all be true (with the accuracy being limited to the accuracy of the mail server's time, itself). Again, considering an incompetence in the state.gov mail server administration department…very plausible.

 

The timestamp on the email is a simple display, which takes UTC time (found in the email header…all email if conforming to proper RFC guidelines use UTC time in the header, which we can't see from the Wikileaks object, and only analyzing the mail object directly from the destination server), which is then converted to local time based on your local computer's timezone setting. Again, all accurate so far.

 

(pic related) It appears that the Wikileaks object has converted the final sender's name (Jake Sullivan) from the original (Sullivan, Jacob J), which you can demonstrate for yourself by hovering your mouse over the "Jake Sullivan" text in the Wikileaks object. This could be from HRC having "SullivanJJ@state.gov" in her computer's address book simply as Jake Sullivan…regardless it's the same person.

 

Speculation with how things were sent from/to would include maybe Jake CC'd himself on the original forward to the clan, then sent the forward he received from himself, over to HRC. Doesn't make sense to me why people CC themselves on emails, but people do it. I bring this point up because of the email chain of recipients looks like this:

To H; Mills, Cheryl D; Abedin, Hume; Reines, Philippe I

 

-then-

 

From Jake Sullivan

To HRC

 

…but we know it was the "To:H; Mills, Cheryl D; Abedin, Hume; Reines, Philippe I" email that was sent to HRC because they're displayed in the email string. Odd, I know.

 

I guess the whole point of this is that I don't see an issue with the timestamps of the sting with regard to the timing of the earthquake if, and only if, the IT department of the state.gov's mail server were inept…which knowing about Awan, would say this is an entirely plausible scenario.
