The IRS is not a government agency. It is a private corporation under the IMF and World Bank. It's a scam. If they "furloughed" their employees it has nothing to do with a government shutdown.

The federal law for use of SSNs allows banks and entities you are entering into financial contracts with to use your SSN to verify your id when the account is created. That's it. Any use afterward is illegal. All the entities using SSNs as identifiers are not only breaking the law, they are accessory to all identity that stems from this abuse.
There is a separate more recent law for use of SSNs for identification by government employees. Basically it exempts the government from damages resulting from this abuse.
