i read a post and several articles about RIF and tried to dig
so far this is what i found
I see no legal impediments to RIF
the only issues are really who goes and who stays and this is a mess - but so what?

if indeed there are NO restrictions to across the board budget cuts (and i dont see how there could be since congress has sole authorit over spending or not) then such cuts WILL MANDATE massive layoffs
