I thought the young man was saying that Russia all round is fine, it's the US government (deep state) that is the problem.
I don't think so, I think he overheard talk of the deep state and the attempt to blame Russia and wrote that of his own accord as it was counterproductive to the desire to for Barr to appear unbiased.
