Who is he? Regular beat cop? CIA family?

What are they going to do with him? Witness protection?

Were they all standing around because they knew that nobody was being shot or that they were in on any murders, which may have happened?

Who are all these cops?

Thinking that they are going to roll on this crooked Sheriff. He is throwing them under the bus all over the place. The two, who he says were negligent for not preventing it and the guy, who followed orders and stayed outside.
