Two sides are reconcilable; the OMB is correct – agencies are not REQUIRED to begin RIF procedures after 30 days in the case of an emergency shutdown (although I would argue this isn't an emergency… Congress simply failed to do its job)… but agencies CAN begin RIF procedures after 30 days…
