…So keep things shut down until the only solution is for Congress to cherry-pick the agencies, budgets and employment levels that POTUS wants and will not veto. Besides that… If the bureaucratic wonks don't like what Trump wants, then they can strike. Then POTUS can fire their asses like Reagan did.
