All it says is the OMB does not currently have any directives about an impending RIF and is giving out the company line as to how PAST shutdowns have been handled. This does not say they have verified with POTUS that no RIFs will happen this time. This could just be cover and disinformation so the Democrats will be taken by surprise and don't start countermoves before POTUS gives the directive.
What would you do if anons figured out the plan and informed the world a week or so before you planned to pull the trigger? It would be just this!
