Other presidents continued to deliver written reports until Woodrow Wilson decided to give a speech. Most State of the Union reports have been given orally since then, but there have been some exceptions. The most recent president to give a written State of the Union report to Congress was Jimmy Carter in 1981.

Biggest exception to all this are those over 60.
