Ok, anons, a thought on the SOTU, in regard to it's delivery. During a national emergency, Trump can force all EAS participants (list below) to convey his message within 10 minutes of notice.

The system also may be used by state and local authorities, in cooperation with the broadcast community, to deliver important emergency information, such as weather information, AMBER alerts and local incident information targeted to specific areas.
This might be why the test of the PEAS service last year was so important. We saw the media waffle about covering Trumps border crisis address, if he declares a national emergency (of which there are many currently declared) he can force all EAS media outlets to broadcast his SOTU address, unedited and uncontested based, off their obligation under EAS participation.
