Many of them don't have access to the materials they need to obtain official ID's because apparently blacks and I'm sure very legal immigrants are born in dirt-floor shacks and don't have access to things like birth certificates, or are too stupid to hang on to them when they get them.
They're poor and don't have cars, and can't afford to go to the DMV because of the missed work and because public transit can't get them there, or can't get them there in a timely fashion.

Well, they do have to prove identity. You can't even get a state ID without providing one of a very few acceptable forms of other identification- current passport, other state ID or driver's license, birth certificate, SS card.
You don't have to prove citizenship because resident aliens or people with other legal, non-citizen status are not prevented from driving due to laws governing freedom of movement and how that is interpreted.
