Why this week all of a sudden? Also, why wouldn't next week be OK? Anytime before the 29th would do. It might be she didn't see the RIF angle coming and is hoping that POTUS is so programmed in to using the SOTU's audience to deliver a message that he'll open up the gov just give to give the speech.
She could have written/sent that letter on Monday, but she chose the day after the RIF speculation surfaced. It's getting late early for things to happen this week. Sunday is 30 with Monday a holiday.
