Not sure. Thing with that is networks won't cover it. Remember the bullshit last week with the POTUS 8 min message? I think they have to cover SOTU in congress, but not sure, either.
Other posts popping up about about RBG has me thinking this has to be put in the calculations, too. Dems will not want a full blown SOTU where SJC's attend and RBG is missing.
I don't think the security factor is such that a workaround isn't available, otherwise 'a no SOTU' would have been baked in as possible collateral damage of a shutdown.
My big question is why put "this week" in a letter published on Wednesday? Logistics for the SOTU would have been planned to know the last possible date when a shutdown would cancel the SOTU. That means you could probably make a deadline to open the gov next week, or published today's letter last week.
