Agree. You wouldn't have to push a monster hurricane around, although that may be possible, rather you can pull it in the direction you want with a low pressure area i.e. rain clouds. Does anyone on earth actually believe we can't make it rain? Of course not that's confirmed science. It's only a couple of mental hops from there to imagining a tactical placement of rain clouds that pull a storm along the desired path and this is old school tech. What hasn't been disclosed is surely more effective than that.
