Just the prospect of being out-played by POTUS in this way, [30] days, may be enough to cause panic and a return to the negotiating table for Chuck and Nancy.

 

Trump takes the credit regardless because Chuck and Nancy have put themselves in the position to try to give him the [blame]. That [blame] is being transformed into credit.

 

While they are using up their political capital, he is investing and winning, day by day. And if they detect that trend, they will become desperate. If they panic too long they will lose bigger and bigger as the stakes rise day to day.

SOTU Basics.

 

Constitutional requirement.

POTUS has the upperhand, if he chooses.

House would need Senate, for optics, to oppose POTUS.

 

Some gray area but would amplify the contest of wills already underway if POTUS insists on SOTU in the chambers and Nancy balked.

 

Besides, POTUS can deliver SOTU on the steps of the Capitol, if he chose, and invite the public as well. (Just spitballing, would be a nice change to include the public directly and then invite House reps and Senators to join the public.)
