For one, RIFs aren't suited to "smoke" out the nonessentials. RIFs protect by ranking seniority, veterans points etc. The deadwood that the anonymous senior Trump admin article ran by Daily Caller would skate on by once again. No, something else is needed to purge the deadwood.
