Nixon was OK, pretty good on some things.

Gerald Ford was more deep-state. Carter wasn't as bad as Reagan, even though he sucked too. So yes you are at least close to correct, but I'd say Nixon could be an exception.

It screwed over foreigners to benefit Americans. The dollar had been convertible to gold, but only for foreigners. Nixon took that advantage away from them.

Seemed fully patriotic to me.

tbqh all that doesn't matter. Reagan was the president, Reagan could have given his life to stop GHWB if he had chosen.

He took an oath and had the greatest responsibility, and all he could do was save himself so he could go to his Western White House and scythe tall grass for fun.

The buck stopped there, while he held office.

Also, Reagan made stupid mistakes GHWB may not have been on board for. He let our great corporations be put on the brink of bankruptcy by LBO's taking all the liquid assets. He let manufacturing go to Japan. The S&L industry died on his watch. Bush/Cheney wasn't inept like that.
