I think it's very clear that he wanted anyone with a brain to understand (without going into details) what was going on, lest they be concerned about WTF is going on… as this whole thing DOES seem a bit non-sensical to an uninformed mind. Hearing just that much was enough for the typical conservative listener to have a very quick "ah HA!" moment and now they're cheering on the shutdown if they think it means a bunch of government bureaucracy FAT is gonna be trimmed/HACKED at the end of this short-term bumpy ride. I mean, you can't have your own troops totally flying blind as to the end game when they see The Friggin COAST GUARD and such not getting paid!
