SAIC supports the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP). [https://www.justice.gov/criminal-icitap] ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. SAIC is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. For over a decade, Engility has fielded hundreds of highly skilled criminal justice professionals supporting ICITAP and OPDAT.
SAIC is seeking highly qualified Maritime Civil Engineer Advisor with specialized harbor and port construction management experience to serve on assignments worldwide. In furthering host-country maritime border protection initiatives, the local construction and renovation activities involving harbor and port land-based facilities, infrastructure, docks, berthing, and approach channels requires experienced oversight.
The Maritime Civil Engineer Advisor serves as part of a larger team of maritime security and construction subject matter experts (SMEs) and vendors in assisting the host nation to build and strengthen maritime border protection and security capabilities with strong foundations in rule of law, respect for human rights and applied global best practices. The Maritime Civil Engineer Advisor will work directly with senior host-
country coast guard and border security officials, among others, advising and mentoring on the best approaches for constructing and renovating maritime and harbor facilities to optimize operations effectiveness, site security, vessel egress, berthing, maintenance, and administrative capabilities. The Maritime Civil Engineer Advisor will advise on all aspects of maritime and harbor construction activities including, but not limited to, site land-based construction to meet mission requirements; cost effective renovation of existing structures to adapt to use-based design; site threat-based security design; vessel support capacities for current and forecast fleet needs; and, construction oversight and A&E adherence. The Maritime Civil Engineer Advisor will also advise various host-country officials. The Maritime Civil Engineer Advisor will also work with various US officials from the Departments of State (DoS) and Justice (DOJ). Duties also include facilitating meetings, coordinating VIP tours, leading working groups, developing reports and specialized papers, conducting briefings and active participation in advising officials through planning, phase assessment and evaluation processes. Most work will be performed at designated host-country site(s).
