Say good guys have a mole inside the bomber operation.
Mole can't expose himself by openly abverting attack, but can defuse bomb by using low potential explosives. If mole was the 'bomb expert', no one else would know.
Opposite can be true where bad guys use a mole in a sting but give the mole real explosives/ammo rather than fake. Mole becomes a patsy.
McVeigh said he was a patsy, as did Oswald.
In scenario here, 'mole' was double agent working for good guys. This mole knew he would not be given fake explosives as promised by bad guys, so had his own fake explosives.
This was a sting to catch bad guys setting up FF.
Hawaii could be same. Maybe bad guy plot was to fire a missile at Hawaii under the pretense of testing alert system with a dud missile.
Bad guys didn't use dud. Mole, however, was double agent working for good guys and had the data necessary for missile shoot down. Good guys had the 'i', so to speak.
TL;DR Ops use mole/patsy to infiltrate and track perps while said perps are plotting an attack.
Mole/patsy is actually embedded by good guys to document the bad guy entity who hired him.
