The U.S. Constitution gives the president power to convene Congress, or either house, on extraordinary or special occasions. It is usual for the president when calling an extra session to indicate the exact matter that needs the attention of Congress. Once convened, Congress cannot be limited in the subject matter that it will consider. The president is also empowered by the Constitution to adjourn Congress "at such time as he may think proper" when the House and Senate disagree with respect to the time for adjournment; however, to date no president has exercised this power.

Senior American officials believe that Yuri V. Andropov is seriously ill and they suspect that political maneuvering over his succession may be under way.

 

Government specialists on Soviet affairs discount the official explanation that Mr. Andropov skipped the annual celebrations of the Bolshevik Revolution because of a cold. His absence from public view since Aug. 18, they said, persuades them that his illness is graver than a cold.

 

The man must be very ill either politically or physically to have passed up an occasion like this to prove that he is not incapacitated, a ranking State Department official said.

 

A specialist in Soviet affairs, noting that it is highly unusual for the top Soviet leader to be absent from these festivities said:

 

If Andropov only had a cold, they would have propped him up at one of those events, especially since he could have made a token appearance Saturday at the Kremlin rally, which was held indoors in a controlled environment. Political Impact of Absence

 

Although Mr. Andropov may recover, some specialists feel that a prolonged absence is likely to feed behind- the-scenes maneuvering for power, with the armed forces and Defense Minister Dmitri F. Ustinov playing a strong role, as they did in Mr. Andropov's ascension to power a year ago.
