Understanding of this is that, in order to be able to arrest Congress Critters, they cannot be in session.

So with POTUS' ability to adjourn them for both Houses to meet for SOTU, they can then be arrested.

Original Q: they must adjourn to jointly meet. If they refuse to adjourn to meet POTUS can adjourn them then arrest them.
