One would think, logically, that only the leader of the country and those he sent, would be permitted to visit foreign countries and the heads of / dignitaries / army leaders / heads of civil society etc on gov business.
Leaders of the opposition and of the opposing party should not be involved in anyway, Shirley, in visiting foreign countries on government business, and CERTAINLY not on government time and money.
