That was probably the "security being hamstrung" pelosi was referencing in her letter to trump.
If they were setting up a false flag attack and it was successful, their plan was to probably cook up enough outrage about the attack to force government finding back trhough, or use as catalyst to impeach.
Pure absolute speculation on my part, but behind the scenes, trump shutting down their foreign travel plans may have been to stop them from fleeing the country when their false flag failed.
